In response to the statement made by Mr.Zimin on 08.31.94 we would like to announce that as the founder of TOO RSS, Millicom is making every possible effort to ensure the successful development of the company. We base our actions on legal documents, such as the RSS Founding Documents; the license by the Communications Ministry of the Russian Federation; the agreement between AO Electrosviaz and AO VymeplCom on creation of the joint venture to operate the unified cellular network in Moscow and the Moscow region; and the Agreement on the Division of Territory between VympelCom and RSS. With financial help from Millicom, TOO RSS is planning to complete the circle around Moscow by the end of 1994, and to this end purchase equipment from Ericsson.
The incident that occurred on August 16, 1994, at the location of the base station in Mytishchi that you cite in the press release, was not sanctioned by Millicom. RSS is prepared to find a peaceful solution to this conflict.
I consider the style of the press release a direct insult to Milliocom, and as such it is unfounded and groundless. Millicom regards the publication of the press release as an appeal designed to provoke a response. It is not Millicom’s policy to engage in aggressive action against potential partners.
