In connection with the issuing of the decree # 961 by the Government of the Russian Federation from 08.14.98 “On the Sale of Shares of OAO Sviazinvest,” and in the interests of fulfilling of the above decree, I prohibit any activity in realization of “Decision on Additional Licensing of Goskomsviaz # 9999 and # 10005,” and the Letter of Gossviaznadzor # 09-66/11127 from 08.11.98.
