According to the agreement between OAO VympelCom Communications, as a budget payer for the usage of radio frequency band (radio frequency attributions), and the Russian Space Agency, as the recipient of the above payment, in accordance with the Decision on Additions to the Licenses by Goskomsviaz of Russia # 9999 and # 10005, approved by the Deputy Head of Government Of the Russian Federation on August 4, 1998, I decree to read article 3 of the Decision, that determines the terms and order of the budget payment, as follows:
“3. The recipient of the Goskomsviaz license # 9999 and # 10005 is to pay to the account indicated by the Russian Space Agency 30 million US dollars according to the schedule and in the order established by the agreement between the license recipient and the Russian Space Agency. In the case of an incomplete payment, this decision becomes invalid.” All other articles of the Decision remain unchanged.
